port forwarded 25565 but still says closed

I port forwarded 25565 on the ip 192.168.254.1 and it says the port is closed, I have tried allowing the ip through firewall, I have added inbound rules I port forwarded correctly, static IP is set. It started a week ago and I haven't been able to port forward since.

How you are testing the port is open?

First of all, on the online port checking you need to use your public IP address, not the private 192 one.
Secondly of all, even then a port checker will fail if the application you are trying to forward to is not running and configured for that port.

Can you access the application locally from another computer?
