This is what im planning to build for my first gaming pc. Any thoughts, recomendations areappreciated! :)

CPU: you chose the i5-8400, with your budget.. this is a really low end CPU for what you could have, yes it's great and all.... but it's great in a BUDGET BUILD, which would be around 1000$. you can definitely get the 8600k!
CPU Cooler: Fore sure! for a NON OVERCLOCKABLE CPU... you went wayyyyy too far on this expense, it's an amazing cooler.. but not for a CPU such as 8400.... for an 8400, a 25$ cooler will do wonders. so that's a big savings there!
Motherboard: well this is at a good spot on budget expense, but the ASROCK boards are really much better for the 8th gen CPU builds that are on a price watch. I would personally stay away from the Gygabite mobos for this build.
Memory: again, with your budget.. you should be able to achieve 16GB ram.. and as you see the build that I suggested.. it's totally do-able!
Storage: This.. you want for sure to be at about a 500GB mark, the 240gb drives struggle to keep you comfortable with your games and installed software, you would constantly need to uninstall and reinstall as you use your apps
Video Card: I don't think you need to go to a 1080ti.. this really depends on which monitor you would use, if you use a 1080p monitor.. you could go as low as a 1060 GPU.. with 0 issues... the 1080ti is really intense, and would work great with a multimonitor setup or a 144hz monitor. I think the sweet spot would be a 1070ti or just a regular OC 1080 version
Case: up to you really, as long as it fits all of your components
Power Supply: you would look for a 650W PSU at minimum, something good quality. still it would be around your price specified on your list
