Server at 100% load in plex, need some help!

Me and a bounch of friends went together and bought a server we wanted to use for sharing videos and pictures we take.
We followed a simple guide i found online to figure out what kind of hardware etc we needed, and we pooled money and bought hardware to fit the "needs" we had.
Pictures are 100% perfect, no issues at all.
Some of the videos though, example: https://www.youtube.com/watch?v=7EfcRrceCkg Go-pro 60fps 1080 and videos captured from a drone is a massive problem, specially if someone is vieweing it from a remote location. (100% load always)

We are using plex since that was a really simple solution and no limits on the storage (we used dropbox earlier, but that was a hassle)

So the main issue is that if 1 person is viewing a raw video or a video of high FPS the CPU load goes to 100% and stays at 100%.

Based on the guide i followed they suggested a i7-4790k and 16gb of ram. The server is using a old gfx card since we dont really need that for anything, a 1000w modular PSU (platinum) and windows 10.
The server is only used for video editing and compressing raw format videos and video/picture sharing/remote access.
It works at the moment, but the CPU runs hot (around 95c-100c) and i dont like the fact that any 1080p/60fps video will instantly put the CPU load at 100%

We tried to work around it with filming in 720p-30fps and that solves the problem somewhat, but we are filming alot of onboard-rally videos and we really want the 60fps 1080 to work aswell, specially if we are showing clips etc on events. Alot of details gets lost in the 720-30fps captures.

Is there something we can do to fix this without having to invest more money into the rig? or is that the only option?
If so, what kinda upgrades do we need?

If anyone would help, this would be much appreciated!
The server we bought was around 15.000NOK (norwegian kroner) wich is around 2000USD so would be nice if we didn't have to spend alot more to fix our issue.

not sure if there is some bump rules on this forum, hopefully its ok after some days :)
no one has any clue what i can do?
So far it looks like we gonna do a full system upgrade to a Rysen 1950x, new motherboard and ram, but its gonna put a solid dent in my wallet :p
