So my plan right now is to sell my CPU (i5 4690k) and my GPU (XFX Radeon R9 290X) and use that money plus my Christmas money to buy some upgrades for my PC. I don't know exactly how much it will be yet but it will definitely be more than 300$. I know this is pretty vague. Anyways, I am wanting to upgrade my it since my PC isn't running as good as it was when I got all the parts back in 2014. I would like to know what would be a pretty good change in my performance. Any questions are much appreciated and I will do my best to answer them.

Thanks.

My Specs:
XFX Radeon R9 290X Double Dissipation Edition Graphics Card
i5 4690k
8gb of Ram
1tb hard drive

I would keep the CPU. Its not a problem.
Pour $ into the best GPU you can afford. Thats what lacking for gaming

A huge all round improvement for your pc will be an SSD. e.g. a 250gb samsung 850 evo $89. a 525gb crucial mx300 $129. A 500gb samsung 850 evo $149.

Later on i would consider getting 16gb of RAM on ebay from a reputable seller (2x 8gb)

Sell the 290X, get a GTX 1070. Keep the rest of your stuff, especially that 4690K; I've got i7 960, 3930K, 4770K, 5930K, 6700 and i5 6600K and with a single GPU they are all fantastic for gaming. The almost complete majority of games don't care past 4c4t anyway and given the glacial pace of cup performance increases in tandem with higher resolutions caring more about the GPU; really no reason to upgrade fro m that CPU for gaming.

Would that still be a significant upgrade? I get confused when it starts getting into specs and stuff. Don't get me wrong I would like to have 144hz but from what I am seeing free sync monitors go for quite a bit. I'm just wanting something that can get me a constant 60fps. If 144hz is still in my budget I would go for it.
