if it says its for verizon, then it will be locked. unless it states that it is unlocked, do not buy

LTE bands varies depending on countries. So, this one has LTE bands fit for Verizon US. There are google-able lists showing which bands are used by which countries/providers.
The 3G+ bands a phone falls back on if there's no LTE should work "everywhere", but I wouldn't recommend that. The performance difference is rather substantial.
It seems like the phone is unlocked according to the text, so that part shouldn't be a problem.
