Solution
The GTX 260 use more power than the pci-e port can deliver(~75w) so it requires extra power. The Gt1030 uses alot less power and can be powered by the port alone, hence no power connectors.

I edited my post, maybe u didn't see. so i post here:

motherboard shows that there is 1 slot pci express 2.0 x16
but gt 1030 is PCI Express 3.0

so pci express 3.0 won't work on pci express 2.0? i don't understand..

ok, thanks, i like this forum fast replies.
but one more thing: this is my old gpu "Gtx 260" and yesterday my computer screen started spreading green dots and lines, today i have this on my device manager: https://s17.postimg.org/8kvnym0lb/image.png so it means, that my old gpu totally dead?

one more thing: my old gtx 260 have these 2 pins https://s17.postimg.org/r0g4vwjtr/image.png
but on gt 1030 youtube videos i don't see any pins. this is normal? do my gpu will work without these pins?
