CPU 99c idle all of a sudden

Case: Phanteks Eclipse P400s silent edition w/ Tempered Glass
Case Fans: NZXT Aer RGB 120mm X 3 (one back exhaust two top exhaust)
CPU: i7 7700k 4.2Ghz
CPU cooler: NZXT Kraken X52 (mounted in the front)

Hey what's up. So last night out of no where, when I finally logged back into my CAM software my radiator fans boosted to 100% and my notifications were telling me my liquid temp is too high and my CPU temp is at 97-99c (this is at idle) and it just maintains right there. I even used real temp and HWmonitor to confirm CAM was giving me accurate readings. I also checked temps in my BIOS starts at 54c starts to climb rather quickly. For some reason my BIOS stat thing on the side that shows the temp says my CPU clock freq is at 4.5, even though I have never touched the clock, and i saw somewhere else that it was set at 4.2?
Normal CPU idle temp for me is 30c and under load 60-70c.
Any idea what might be going on?
This build is only 5 months old.
I also just put new thermal paste on it and still no improvement, my bracket is sturdy as well nothing loose.

I noticed you just mentioned exhaust fans, but I guess you have intake in the front by your radiator.
I assume you have checked that all fans are running?
Did you clean off the old thermal paste before applying new? And how did you apply the thermal paste?
Is the cooler mounted correctly?

Yeah my radiators fans are my intake and yes all fans are running.
I cleaned the thermal paste of the CPU and the cooler to where there was no gray residue. I did the pea method. and yes the cooler is on correctly.
You think I should go and buy a cheap 212 EVO and see if a new cooler will solve the issue?

Hey, sorry for the late reply been busy the last few days.

When I was buying a liquid cooler for my CPU I also looked at the NZXT Kraken x52, it had a lot of negative reviews so I didn't go for it. But it shouldn't be that bad unless its faulty.

If its only your CPU overheating you might aswell try with a new CPU cooler, might be faulty. Maybe the pump is dead.

EDIT: While ur PC is running try to feel the radiator hoses and see if you can feel any vibrations, if you dont your pump might not be running.

No worries I have been busy myself.
Yeah I'm pretty sure my pump went out on me, it was making a funny noise a few weeks ago then it stopped.
I purchased a new cooler a Enermax ETS-N30-HE, not too great but I plan on returning it, just got something real quick and cheap to test, which now my CPU temps are fine.
I should be able to get a new or fixed kraken x52 under warranty right?
I might just switch to air cooling, though I don't know if the 212 EVO will fit, this Enermax barely fits, mostly my RAM is whats getting in the way, I'll try and upload a picture of my clearance.
