If your doing more than just gaming I would do with Ryzen, I believe it will support future 7nm CPUs where intel probably you will need to change mobo again to support a next gen cpu upgrade.
Besides, Ryzen is really good CPU.

The 8700k would last u like 4 to 5 years before needing a replacement. The 1070ti is a capable card at 2k, would last atleast 2 years. The 650w would also be enough to accommodate a 250w gpu like the 1080ti.

The only limitation that I see is the case, it supports only 240mm rad. But that Mugen 5 is a very capable cooler.

So final assessment? U would only feel like changing the gpu 2 years down the line and the build I listed is very much capable of accommodating that.
