I have around 450$ for a good gaming pc for minecraft cs-go etc I don't know much about pcs but I do know that to play older versions of minecraft u need Windows 8 and below don't know how to make one I want one that does lag and u can play steam.already have monitor and other stuff that is needed

This build is right in your budget, you can't get much lower (yes you could but lets look at this first). This will use onboard graphics card (which comes from your CPU), and you should be able to achieve around 100FPS at 1080p on CS:GO. you could look on youtube videos for CSGO HD630 gameplay (630 being the GPU provided with this build). and later on you could upgrade to an external GPU, to get better performance, or even a used GPU would be a great addition to this build.

I did add WINDOWS 10 to this build as well! so it's ALL INCLUDED no extras (maybe thermal paste for the CPU cooler).

ALTHOUGH, this build right here would be a much better rounded off system, it features older gen i3 but that allows for an ACTUAL EXTERNAL GPU to be used, maybe you could even squeeze in another 8gm ram stick (to have 16gb total)--(so you would buy 2x 8gb instead of 2x 4gb)... this will get you up to around 300FPS in CS:GO
