New CPU or another GPU?

So right now my system is standing at:
i7-6700k CPU
Strix GTX1080 GPU
z170 Progamming MOBO
EVGA Supernova 1000 G2 PSU
2x 8gb RipJaw (16gb) RAM

My system runs great with most games, but some games like fallout 4 drop sometimes. I can run VR fine with smooth fps, so im thinking of getting another 1080 and max my RAM to 64gb. Is that a bad idea? Should I go with a better CPU instead. Please criticize as its my first build.

CPU is more relevant there. If you crunch large videos often, a higher-core-count CPU like a Coffee Lake i5/i7 or Ryzen 1700 would be more appropriate.
Fallout 4 just runs like crap period. Not really anything more you can throw at it...you have a great GPU (that FO4 doesn't utilize fully), and one of the highest IPC processors currently made.

64 GB of RAM is complete overkill for everything imaginable short of running your own server.
