Graphics+ MoBo for playing GTA5 4K at 60 FPS

I am having a very low Power PC for gaming which have
GPU- N-vidia geforce 730 gt 4 gb
HDD- 1 Tb 7200 RPM
RAM- 6GB DDR3 1300MHz
Processor- AMD Am3+ Fx-4300 4 Ghz Fx-series Four-core Edition Fd4300wmhkbox (fx-4300)

But i want to upgrade my PC so i can play GTA 5 4K at 60 FPS I am having 600 USD so is this possible to upgrade to that level in this budget, if yes provide me links for the Components

Please do not go with Kaby Lake CPUs. Either go for the latest Coffee Lake from Intel (i3/i5/i7 8xxx) or AMD Ryzen.
The build that you have linked to above is not good as its based on Kaby lake and it is dead. There is no upgrade path.

CPU - i5 8500 (6C/6T) or AMD Ryzen 5 1600 (6C/12T)
Motherboard - Any compatible Z370 for Intel (~USD 150 and above) or AMD (B350 based ~100 USD)
PSU - Seasonic or Corsair RM or CX 550W or less. Do not waste money on larger PSU
Graphics card - For 2K 60 FPS, get a 1070ti and for 4k 60FPS, get a 1080ti
RAM - Any compatible 2x8GB from Corsair, Gskill, HyperX etc.
Case - Whatever your budget allows
Windows 10 will cost around 8000 INR for Home edition and 15000 INR for Pro. Monitor, I am assuming, you...

GTA V at 4k? Budget over 2000 not 600.

There is no component in your PC (except possibly the disk drive) that is even going to be part of a PC getting 1080p at 60fps in that game.

That is a pretty barebones for playing just 25% above 1080p.

Ohh, and a tip. Judging by those links, you look like to be from India. I would recommend that you do not get anything from Newegg to India. Their cost will almost be the same during the final check out and you will potentially lose out on any warranty. Local Markets are much better to serve the purpose.

You can get a 1500x, its a good CPU. But, my problem with it is that in India a Ryzen 5 1600 is available for 17000 which is only 1500 more than this. And, its a much better CPU (6C/12T vs. 4C/8T). Better, spend a little bit extra and get a 1600 or save a bit and get a 1400. 1500x in India just doesn't make any sense due to its weird pricing.

The area i live in does not have any good PC Shop where i can get all those components and on another site i am geting big price difference the MoBo i had selected was priced 29000 INR where on amazon the same was 58000 INR big price difference so Newegg giving very reasonable price for each component

That mobo doesn't make sense. You don't need to spend more than 10000 on a mobo. Check prices on these sites:
primeabgb.com
theitdepot.com
mdcomputers.in

And, stick to either Z370 motherboard for Intel or B350 motherboard for AMD Ryzen. Focus on only these 2 architectures: Intel Coffee Lake or AMD Ryzen. If a motherboard you need costs more than 12000, you probably don't need it. For an all rounder gaming rig, check the prices for these components:

CPU - AMD Ryzen 5 1600
Motherboard - ASUS ROG Strix B350-f Gaming
RAM - Gskill Ripjaws 2x8GB, at least 2666 MHz
Graphics - GTX 1070ti or 1080ti
PSU - Seasonic M12II520
SSD - WD Blue 500GB is around 13.5k on Amazon.in
HDD - 1TB WD Blue is around 3200 on Amazon.in (can't post links as I am at work, but you can search it easily)
Case - Corsair or Coolermaster whatever you find in your budget, post its link here and we will help out. :)

You won't find any Z370 motherboard for less than 18000 anywhere in India which is actually mad. Reason why it doesn't make any sense to build a coffee lake based rig in India right now. Once Intel comes out with the lower end motherboards, this will change. When it will happen is a question though.
