GTX 1060 being bottlenecked. I can't find any answers online

Hello. I bought a GTX 1060 about 10 months ago, and since then I couldn't figure out why it's being bottlenecked. I searched everywhere but can't find any answers.
My system:
Zotac AMP! GTX 1060 6GB
FX-8320
MSI 970A-G46 Motherboard
2x4GB HyperX Genesis 1600MHz

I don't see why it would bottleneck. I googled and found out that my CPU wouldn't bottleneck it, or minimally do so, but that's far from true.

From what I've seen here, on Ultra I should be getting an average of 45 but I'm lucky if I can get a max of 30, and I see as low as 12 when driving a car!

Could anyone please help me, like I said I've been struggling with this for almost a year now and am afraid to buy any new games. Thanks in advance

P.S. I changed my RAM slots to both a dual channel and a single channel configuration, nothing changed.

watch dog 2 is fairly intensive CPU game
1. the CPU is already pretty much bottlenecking the GPU (although imo not by a huge margin tbh)
2...
try to check the CPU/GPU Usage:
use apps like MSI Afterburner
or
lower down the settings, if the fps doesn't improve, then CPU is the problem

u can:
try to OC the CPU to reduce the bottleneck
clean up background apps to make sure your CPU is focusing it's resource on the game
try to do a clean install on the Nvidia driver [u can use DDU] in case the problem lies in the driver
 
The chances are that g46 board is throttling the cpu.

The cheap msi boards are awful at running 8 core fx chips , theyll throttle at the drop of a hat.

Download amd overdrive

Install it.

Download burn test

Unzip it to desktop.

Run amd overdrive, switch to the cpu status tab so it shows all 8 cores on screen.

Open burntest & click the test button.

Let us know what happens to your thermal margins & clock speeds on all cores (at a guess theyll drop to 1400mhz for the majority of the run)

The 1400s are alternating, not always on the same core and not always in the same quantity

On Watch Dogs 2 my cpu usage hovers around 70.
Lowering the settings is not the case. I mean I get 25 FPS on Ultra when people are getting around 50 and I'm getting 45 FPS on Very High when people are getting 65

2. with the addition of the throttling (as u can see, some cores there had less clocks), the bottleneck is even worse

changing the settings doesn't always affect your fps when the system is imbalance, at your case, you should try reducing the CPU intensive settings instead such as foliage, draw distance, dynamic shadow, etc

if the problem is as matt described, then your best bet of having a better experience is to replace the motherboard

but if u don't want to spend any money, u can always try to clean every background apps for the best possible CPU performance
