I chose the 8400 because in benchmarks I've seen it has very similar performance to the 7600k, which was the go-to CPU for medium range builds, it is $200, but I think it's definitely worth the extra money in the long run, this generation of processors will be relevant for a while, until at least the next gen of Ryzen comes, but this also clearly offers upgradeability in the long run. Although the 8400 cannot be overclocked, I think it would be worth it to invest in a after-market cooler, like the H7. And yes, m.2 is the best and newest thing, at this point in time, I think it's way too expensive, and the PNY ssd is $30 cheaper, with almost identical performance. And you can either wait on the HDD or invest in it now, it never hurts to have more storage than you need, but I get if you're on a tight budget, it might not be a good time.
