Is the I5 2400 getting old?

I dont know where to begin... my friend has some serious stuttering issues in game where his frame rate would drop severely when he looks around. (Mostly in open world games)

He is not the best with pc hardware and thought if he got a 1080ti things would stop but it didn't and with my knowledge with computers I think that his I5 2400 and is the main problem with his pc ingame.

If the I5 2400 is the main problem, what cpu would you recommend? We are currently looking at a Ryzen 5 1600 because due to the current USD to ZAR exchange values, it's extremely expensive to buy computer hardware in my country and that is sort of his budget for a new cpu.

anyway, yes, the i5 is the problem here, since the CPU will max out way before the GPU
especially open worlds games, those games are really CPU Intensive most of the times

Ryzen 5 1600 will do nicely, IPC improvement aren't that much but the extra cores would help :)

if he's looking for high refresh rate monitor though, the coffelake can provide extra fps [thanks to their higher IPC]
