This issue is just that your drive has a 32Gb partition created on it. Just go into Control Panel > Admin Tools > Computer Management > Disk Management
In there you'll see the disk with its 32Gb partition and the rest will probably show as "unallocated". You can either just expand the partition to fill the whole drive, or erase the partition and create and format a new one (probably the better route).
Alternately you can use any third party partition software that you'd like.
