PC no display and error code 99 on board

Recently had to rma my i5 7600k back to intel as it was acting up. However 1 week later when i got my new processor. the pc wont post and there is no display. Tried replacing ram but not cpu as i do not have a spare. Now i am in a dilemma as i am not sure whether i should buy a z270 board or contact intel about the cpu being DOA.

I type in "Z270 error code 99" on internet and found someone has error code 99 on Asus mb so you may want to check out and follow if you has any luck.

which board is it that is displaying the "99" code? Z170? which maker and exact model please? the meaning of the error codes should be online at the board maker's website ...

MSI Z270 Gaming M7. I've already checked the error codes and it means super io initialization whatever that means
