Is this an issue with my gtx 1080

So I am not sure if this is whats going on or not but I just got an gtx 1080 and I am running codww2 and I noticed my fps going from 80-100 down to 50-56. I then get the occasional skipping. Well i decided to open my game back up and run hw monitor and task manager and sitting in menu my GPU usage is at 99% and my temp on my 1080 is 64 C. i set the fans to run at 70% on MSI afterburner. i feel like thats a high temp and usage for simply playing codww2.

i7 7700k
h100i cooler
16 GB ram
MSI gtx 1080 duke 8GB
500 SSD
z270 a pro mobo

So I fixed the Fps drop problem. The render resolution was set to like 300% and like 3400xsomething and my fps is now at like 120 minimum. But I my gpu is still at 64 degrees or so and my computer is running warmer.
