Dell Inspiron 3847 Graphics Card Issues!

I am trying to put one of my old graphics cards in a buddies computer for some moderate pc gaming. I am having a hell of a time getting it to work. His PC is a dell inspiron 3847 with windows 8.1

When I plug the hdmi into the graphics card and turn the computer on, nothing appears not even the bios screen. Even if I plug the hdmi back into the integrated plug it wont even give a display. So I had to take the card out and then it would work as normal again.

I tried disabling the integrated graphics and went into bios and enabled multi display graphics. I thought maybe this graphics card is faulty so I took a working graphics card out of my parents desktop and tried to use that one and still no display at all for bois or windows.

The card I am initially trying to put into this computer is a GTX 650. The fans turn on when I power the computer up so i dont think it's the pci express slot being bad.

Anybody have any ideas? I would really appreciate some feedback to see if i can get this figured out. I have delt with an issue like this before on different computers and all I would have to do is enable the pci express in the bios and it fixed it everytime.

I disabled that and the legacy and now it lets me keep the graphics card in the system and run it on the integrated graphics and the geforce gtx 650 shows up as a microsoft basic display adapter.
 
Power would be my first concern. It's quite a jump to go from integrated graphics to a card that uses over 75W. Pre-built computers especially can often come with barely adequate power supplies. The fans turning on just means the fans are getting power, it doesn't necessarily signal that the card itself has enough power.

I plugged my power supply into it. Its a 650w thermaltake. Still no display.
