New PC Gamer, issues

I am new to pc gaming and I bought a cheap pc just to test the waters, the pc has 16gb ram, 500 gb hard drive, i7 quad core 3770, and then i bought and installed a Radeon 5450 video card. So far i have only downloaded 1 game and thats borderlands 2, but its so choppy and laggy. Any suggestions? Other than buy something you can't afford.

Yes, the GPU is the first priority on upgrades or builds for gaming. Then it's the CPU, then it's the RAM. You already have a fairly good CPU, so $150 toward a better GPU would be a wise investment. At that price you can afford a GTX 1050 Ti 4GB. It also makes sense to switch to an Nvidia based GPU, since Nvidia are outdoing AMD lately, and getting more game endorsements, which means it often takes longer to get proper drivers with AMD GPUs.

Your existing PSU is likely enough to run this card, since a 5450 takes at least as much power as it does. As for adjusting settings in games, just go to the main menu and look for Options, Graphics.
Yes, wait until you can buy something adequate you CAN afford. At some point you have to accept that PC gaming involves checking hardware requirements of games, and staying within those limitations, or playing older games. You're talking about a GPU that's not only over 7.5 years old now, it's the lowest model in it's series.

That said, it could be you're using over ambitions settings too, because technically a 5450 can play games such as...

1 - Battlefield 4
2 - Need For Speed The Run
3 - Just Cause 2
4 - Call Of Duty Modern Warfare 3
5 - Resident Evil 4
6 - GTA 4
7 - Call Of Duty 4
8 - Rally Dirt
9 - Mafia II
10 - Spider Man 3

...though at very low settings.

Thanks for the response. Is the graphics card the biggest thing i need to upgrade? Like i said i'm not necessarily ready to invest a grand or more, i will only find myself playing part time. I can purchase $150 graphics card if that will make the difference. Also noob question. How do i adjust the settings to lower them?
