Wrong CPU clock, it fix after a restart but Now, No post after Restart

Recently, I changed my CPU because I fried the previous one (Without thermal paste and wrong heatsink placement).

So the problem is when I turn on the system, it asks to set date and time. But even after changing the battery, the problem even evolved.
I cant change the frequency in Bios but Multiplier can be changed. So I press F10 and the system go to Sleep mode or no post or no HDD led or fans spinning but no boot.
And after Reinserting the AC plug, it again asks to set the date and time means setting not changed.

I had this problem with the previous CPU also but pressing F2 (Default bios setting) and pressing reset button solved the wrong CPU clock. But now The Reset button make my system dead but with spinning fans and LEDs.

Well, It confusing, I confused while writing the question but it is what it is. And my Mobo is from a company which stopped the Mobo production and the website is also down. So Bios flashing not possible. I want this PC alive for next 6 month but looks likes my PC has a death wish.

Solution
Disconnect power to the machine, take out the cell battery on the MB. Short circuit the plus and minus poles for 10 seconds on the MB where the battery was. Put battery back and connect power again. Now when you start up it should all be default settings.
