I think if you are using productivity programs often I would upgrade the CPU first.

That could go a long way rather than a better GPU. The GPU you have now isn't bad, the CPU is not great.

If you plan on upgrading the whole thing all at once yes that is a very solid build and you won't be disappointed with it. For a MB with the 7700k the Asus ROG Maximus IX Hero is probably one of the best you can buy, but there are some cheaper ones out there if you wanted to go that route.

As far as 1070's. An MSI Gaming X, Zotac AMP! Extreme, or Asus ROG Strix OC would do very well, I would get whatever looks best to you and what you can find for a decent price.

I personally would go for an i5 8400 over a 7700, but that depends if you can find it for the right price (it SHOULD be cheaper). You will also need a Z370 board, which won't be as cheap. So it all comes down to finding it for the right price.

If you can spring it I would get the Z370 for sure, you can always upgrade to the 8700k later.

As far as the GPU, you could use an upgrade there too. Your problems may actually stem from the GPU not the CPU.

Run monitoring software alongside your games and check your usages. (per core CPU not overall) and check GPU usage as well.

If you see one or the other pushing 99%, that is what is limiting your system. CPU's are a bit different, if you see 80-90% utilization (on one or more cores) and not much utilization on the GPU (50-60%), you need a better CPU to increase performance.

They change their models up significantly each time they come out with a new generation. My 1080 AMP! Extreme was pretty loud if you left it in its default fan mode, but a custom curve with MSI:AB brought the level down significantly. Granted, thats the AMP Extreme version, the AMP! version will always be significantly louder because the heatsink is significantly smaller and the two fans have to work harder to cool it.

Anyways, flip to my 1080 Ti AMP! Extreme, I can't even hear it in my rig. And I have a dead silent machine. Seasonic Prime 850 Titanium makes 0 noise, I have a Corsair H115i which is also dead silent (at least through my case), and I have 5 Corsair ML140, Magnetic levitation fans. The only noise I hear is air moving through the radiator of the H115i. The fans are set at 56% (roughly 1100RPM) and that is the loudest thing in my rig. The AMP! Extreme gets up to about 70% fan speed before I can hear it, but it never needs to get that high because at 60% it keeps it under 60C. I'm not lying when I say I can't hear the difference between it being on or off, even under load.

I think as far as being able to plug and play and just dominate fps the AMP! Extreme is definitely the way to go for 1080 and 1080 Ti. For 1070's it's on par with any other high end card and generally is cheaper.

Like the other guy said the AMP! is loud, and they are significantly hotter than other cards as well. The AMP! Extreme runs much hotter too, but has a behemoth of a heatsink to compensate. It's absolutely no problem keeping it under 60C, as long as you aren't in a desert and your ambient temps aren't high, and assuming you have at least decent airflow in your case.

MORAL OF THE STORY,

Unless you're a decibel meter or have an open case... you're not going to be able to tell a major difference in noise levels between the AMP! Extreme and any other card. The AMP! a little but still probably won't be a distraction while gaming.
