Cpu Over heating

Hey guys, just put together a new PC build for a friend after setting it all up I went into the msi bios menu and the cpu temp climbs up fast and over 80 but system temp is a stable 29-30.. I've tried recleaning the cpu and applying thermo paste several times and still the same.. I'm out of ideas on what to do as I've never had this problem with my PC build

It's a i5 4440 with a liquid cooler all I'm doing with it at the moment is idle bio checking haven't I stalled OS yet.. But everytime I turn it on and go Into the msi bio it starts at 46 and raises to 90+ after 10-15 mins of just idle

It's a bjx liquid cooler the fan for the radiator spins and the attachment head for the cpu lights up, I'm using a 750 psu so that shouldn't play a factor in the problem..

I've never heard of, nor can I even find anything about a brand called "bjx" (Correction I found a single picture, no product information, no nothing as far as a spec sheet) I would say the pump is broken.

If it wasn't plugged in it wouldn't even boot into the BIOS.

If the fans are spinning that means they are actively cooling.

NO PSU should have any issue running it in idle, so no it's most likely NOT a PSU issue.

So by deductive reasoning the pump is not working. (or a legit idiot didn't put the cooling agent in)

If you have another cooler (even the Intel stock cooler) try that for now.

Barring everything else its the internals of the CPU. If you've successfully put on a cooler once the chances of screwing it up is almost nonexistent, but if TWO different coolers don't work AND its reading in the BIOS and you confirm the fans are spinning, and you are confident in your work, the only thing left is the CPU itself.
