Battlefield 1 runs terribly even though I'm pretty sure it shouldn't be? Please Help!

Okay so, I recently acquired Battlefield 1.
About half the time it plays well enough, however, the other half of the time the FPS is inconsistent as can be. Not dropping to the 20's mind you, but enough to be incredibly annoying. I've tried as many system, game, and drivers settings that I can think of, and have even redone my OC variables several times and reinstalled by gpu drivers, with no luck. Anyone have any idea what could be doing this?
Something in my Bios? I have no idea.
Please not also that I am gaming at 1080p, 60 FPs (or trying to) and the performance issues are the same weather I am on low settings or ultra (which is the auto setting).

My Specs
CPU: AMD 8320 OC'd to 4.2 Ghz
GPU: AMD R9 290x Black Edition
Ram: 2 sticks of 4gb corsair vengeance RAM, 1600mhz, 2 sticks PNY RAM, 1866 mhz. (I have attempted to lower the clock of the PNY and OC'ing the Vengeance, no dice either way)

Solution
It could be a combination of cpu and only 8gb RAM. I didn't have issues with BF1 & 8Gb but I have read of people having problems, especially stuttering. I am running a stronger cpu though.

ASUS M599FX 2.0 Pro.
And the speed is the same when this happens, I have the speed locked so it never changes. The GPU is the same as well i believe, however i don't know how to check that outside of MSI afterburner, which also shows no change.

No it's uniform when.it happens, the temperature for the CPU is 45-46 Max and the GPU is 60-65 max.
And I do get the same.spikes without an OC, tested that this morning.

Inmeant FPS drops I mean.

With or without an OC
either on ultra or low.
My fps does the same exact thing with the drops.
Same amount of drop too, steady 60, then a glitchy drop to 50 where it gets blurry.
Rinse and repeat.
