True, there will always be a bottleneck.

Usually you want to set the graphics as high as possible (for the best visuals) that still deliver acceptable framerates, which automatically creates a "bottleneck" through the graphics card.
Unless you are aiming for esports kind of play, where you want to set them fairly low to get as high of a framerate as possible, only limited by the CPU, so a bottleneck there.
And if you play with vsync none of both will be the limit, but basically the refreshrate of your monitor :)
