Games are stuttering after turing off overclock on Ryzen 3 1200

I overclocked my r3 1200 to 3.8ghz but for some reason a day after, my games started to stutter a lot but this never happened before I overclocked it. So I turned off my overclock and reset the settings but for some reason now, my games are still stuttering more than what it was when I got my PC. I have only had my PC and R3 1200 for about 2 weeks. I am not sure what is causing this. I have a 450W Power supply, and a GTX 960 2GB, also I only play Rainbow Six Siege. Does anyone know what I can do to fix this. Also my fans are now louder than before.

You beat me too it. I was going to ask if you had anything running in the background, or if you had a virus or malware running.

When I game, I'm a bit of a purist. I kill everything that isn't needed when I run a game.

If the CPU cooler fan is the culprit that is extra loud lately, it would appear that the CPU is overheating and throttling (slowing down). What are the core temps when this happens?
Check that the cooler is still secure. Have you ever removed the cooler and re-installed it w/o cleaning off the old TIM?

My cpu temperatures are normal but whenever I overclock, the performance is worse than not overclocking. The stuttering is more frequent and makes the game feel choppy, I have 8GB ddr4 2133mhz if this helps
