CPU at 100 percent or not?

I just had a strange event while running a 3D render in Daz Studio. I had Task Manager up on another screen (to keep an eye on memory usage) and MSI Afterburner (to keep an eye on temperatures). And I got this:

Task Manager says the CPU is running at 22%, of which Daz accounts for 8%. This is with Daz given higher priority than everything else, I would expect it to be at 100%.

Afterburner says the CPU actually is running at 100%, and has been for several minutes. That agrees with the increased RAM usage as the scene was being calculated. But look at the CPU temperature, it didn't even hit 30 degrees - I have a good cooler but it's not that good! That makes me think it wasn't running anywhere near 100%.

Until now, Task Manager and Afterburner have always agreed with each other. Now it seems at least one of them is way off the mark - how can I tell what is really going on?

My setup: i5-4670K, 16GB RAM, GTX 1060

Trust afterburner.
Task Manager does not show every task.
Get Sys Internals tools (free from MSFT) they are better than the built in ones.


I missed that. Good point. HWinfo then. I have a bias against task manager as I've learned to not trust it. I let that bias cause me to leap to a conclusion not supported by the 28c temps.
