i5 4670K Overheating Issues

Recently ran into some heating issues with my PC.

My build:

i5 4670k OC'd @ 4.0Ghz
GTX 970 4GB
16GB RAM
MSI G45 MOBO
PC Power and Cooling Silencer Mk3 750w PSU
Corsair H100i

Idle temps are sitting around 60-70 and it spikes up to 90-100 at full load.

HWinfo shows obvious throttling.

I know the H100i is closed loop but I have read stories from people who claim the liquid can evaporate. I can't tell if the vibration I'm feeling from the pump is from the pump itself or just transferred from the case and other components. CL says the pump is running and one hose is warm and one is not, which I heard is normal. The radiator is also has cold air coming out and isn't even warm to the touch.

Repplied thermal paste twice already. Not sure what else to do, any help would be appreciated.

Did you clean thermal compound with a cloth and isopropyl alcohol?

How did you apply the thermal compound?

Did your plug the CPU fan header cable come out of the block to the CPU fan header 1 on your motherboard?

Are there any dust in the radiator?

Are there any loose mounting screw at all?

what happen if you press on the CPU block? Does it low the temperature?

How long have you owned the H100i?
