GPU not working properly

Any one know what could be wrong? My frame rate in games went from 90 to 20 on any settings so i got confused and checked hwmonitor and my utilization would drop to 0% every second basically and made games unplayable. temps are good, not sure whats going on. any suggestions would be appreciated.

There will be a lot of reason can cause this problem.
Can you write your system specs ? (Which CPU, amount of RAM etc.)
Did you change anything recently ? (Hardware, installing hardware driver, installing any software, updating Windows etc.)

ryzen 1400, rx 580 4gb b350m bazooka mobo, 1x8 evo potenza ram. No it just happened one day when i restarted my pc. i figured that was the problem so i checked all my drivers but they are all up to date. I reset my pc encase it was some software so i deleted everything and still have the problem.

No ive been playing the same games such as siege, pubg, fortnite, and a few others and ik I could use more ram but ik the diffrence from stuttering and whats happening. before on pubg i was at 80fps on my settings and now i cant get over 20. Its like the graphics card cant fully work. Im thinking maybe its the power suppy?? not sure but the gpus utilization drops from 100% -0 % so maybe that could be it but idk how to check that

i discovered the problem. its something to do with the power supply to the graphics card. when i load up a game the watts will idle around 120-130 but when the game load and starts to play the watts will drop to 7-10 watts.

Try AIDA64 stress test.
First, download HW Monitor and run it.
CPU and GPU are the most power consumer components. So start both CPU and GPU stress test on AIDA64.
If power consumptions are high on stress test and it doesn't crash, probably your PSU is fine. (30-60 minutes should be fine.)
Also check PSU rails with HW Monitor.
3.3V, 5V and 12V rails with %5 tolerance. (%5 higher or lower)
For 3.3 V --> 3,135 to 3,465 V
For 12V --> 11,4 to 12,6 V
For 5V --> 4,75 to 5,25 V
If your rails have these values, than no problem.

If power didn't fluctuated too much on stress test, probably PSU doesn't have a problem.
(For ex: GPU power consumption drops from 120W to 10W)
Are you sure about the start point of the problem? It suddenly starts for no reason, eh ?

also i noticed during the stress test the watts stayed about what they should and the utilization during the 30 min never dropped below 80 but the when a game launches its a different story.
