key board flashes but no power on the cpu

When I connect the pc to power cable and press the power supply on,the keyboard flashes and consequently when I press the power button on for the pc ,nothing happens. What is the problem?

The pc was working but had a problem with its fan which was rotating and then slows down. I removed the CPU and applied a thermal grease on top of the CPU. I refastened the cooling fan supporting base onto the CPU socket on the motherboard and it worked. For today , it is only the keyboard that flashes and nothing more. The motherboard is of Mercury PVM7 Pro. So this issue has just started today.
