Possible PSU issue, not sure what's wrong

Hi all,
My first post in this form, so I apologize if it is in the wrong place. If so feel free to move it.
A few days ago I left my computer alone for a bit and when I came back it was off. I thought it might have been asleep, so I attempted to turn it on to no avail. I have performed the paper clip test on my PSU and it works, but when plugged into my motherboard it does not spin up, despite working fine hours before it turned off. I just purchased the motherboard less than a year ago and have had no problems with it. When the PSU is bridged with a paper clip instead of on the motherboard, the fans spin and it turns on, but they spin extremely slow and nothing connected to it (i.e.: GPU,CPU) show any sign of working. Due to the fact that a. The fans spin very slowly and b. The computer was working without flaw until it randomly turned off, despite the paper clip working I believe I may need a new PSU because after about 4 years of having the computer it is the only part I haven't replaced yet and what I believe is preventing the computer from working. However, I do not want to spend money and not get what I need out of it, so I'm coming to you guys for advice. If you have any help to offer I'd greatly appreciate it.
 
A failed paper clip test proves only a dead psu.
It says nothing about proper functioning.
Even the $10 psu testers do not do much better.

What is the make/model of your psu?
Is it still under warranty?

About the only way to confirm a psu problem is to test with a known good psu.
