Will a i7 7700k CPU (No oc) be cooled with a Noctia D15

Hello :0 I recently bought an i7 7700k CPU and installed it with a stock fan from my recent i3. The temps were really high without any load. (70-90) Celsius. I'm guessing its the stock CPU fan thats not giving it a good enough cool. So, i decided to buy the Phanteks pro m case to fit a Noctua d15 in it. I haven't got the Noctua yet, but i'm nervous that even with a bigger case and CPU fan that it will still be high. I also know that thermal paste is an important thing to have. I'm a noob at building pcs and i'm wondering what the affects of having the thermal paste does? My main question is will the Noctia d15 keep my CPU cool enough to game?

My build:
GTX 980 windforce (3 fans)
i7 7700k 4.2 ghz (No OC)
Phantek Pro M case ( One intake and One Exhaust fan)
Motherboard: will be able to fit everything/ already checked

Thanks for any responses! Just trying to make sure i don't waste all this money trying to support a super hot cpu. :00
 
Solution
The paste is less important than the cooler but you do absolutely need it and need to apply it properly. Most coolers will come with TIM pre-applied that should suffice at stock clocks. If you are overclocking or chasing down that final 1-2C of thermal performance, a better TIM would be in order.
