Terrible performance in games after CPU cooler install

I was using a Coolermax CPU cooler and was getting high temps from my CPU while gaming so I took that out and put in an NZXT AIO cooler. My CPU is now running at lower temps but my game performance has drastically declined. For example, in The Division I was doing 4K at ultra/high settings @ 60FPS. Now I have to crank the settings to low to achieve that 60FPS. And Its pretty much the same case with my other games. Some I cant even do 4K anymore. Could this be related at all to my CPU somehow bottlenecking w/ the new AIO cooler? Any ideas?

2 GTX 1080ti's SLI
Asus Hero IX MOBO
16GB RAM
NZXT kraken x62 AIO
1000W PSU

If the cpu checks out. Double check all ram is accounted for in the bios.

Another possibilty i can think of is you've mistakenly connected igpu instead of 1080ti(s). Would explain the drastic drop in performance.

Are you referring to the "frequency MHz" or the "load %" while gaming?
