Ryzen 1700x boosts itself to 3.9 on all cores

Hi,
So I'm just wondering if anyone else has seen this behavior? When I game I have HWmonitor running so that I can check out temps and stuff. This is a recent build so I only have 3 games downloaded so far but according to hwmonitor, my Ryzen 1700x is boosting to 3.89ghz on all cores. Now I have no way of knowing for how long it does it, but I thought the 1700x had a max turbo of 3.8 on 1 core with 100mhz xfr if power and temps are good. Am I wrong about how xfr works? Is this normal?

Solution
With good cooling, you're just fine with 1.4v and no, Ryzen can turbo on all cores or just few as required although a BIOS like on my MB has settings to limit boost to 2 or 4 cores.

Yeah I understand that, but I didn't think it would boost all 8 cores that high. I thought it was limited to 1 core. I'm definitely not complaining though. lol. Just it works better than I expected. I can't maintain 3.9ghz though when I overclock without more voltage than I am willing to use, I gave up at 1.3875v. I use 3.8ghz at 1.375v when I want it overclocked, but I am running at stock since I only want the extra speed when I am rendering a video.

Thank you. I will have to try up to 1.4v. I don't think I will need it though since it seems to really do well without overclocking. I noticed something too, if I have ryzen master open(which I do sometimes just to monitor the cpu temp) it doesn't turbo as high. I even ran cinebench r15 a bunch of times and with master open the scores were almost 40 points less. Anyways thanks for the answer.

I will have to find a different solution for watching my temps. I think hwinfo64 is accurate. I don't use RM with any profiles because I prefer to do it in BIOS. I have a Taichi x370.
