PC turns on nothing responds

My power supply responds to the on/off switch and receives power, my PC power switch will turn on/off and when i turn it on the fans and lights go on as well, but nothing connected to my PC responds (mouse keyboard monitor headset and WiFi adapter).. thinking it could be the motherboard but not sure any ideas? Happened about a month ago but magically fixed itself and now it happened again. Did notice when I press my PCs power button I don’t hear the volt type sound that I normally hear but idk what hardware that issue would correspond to

@rocktalkrock I don’t see anything on the monitor like it does not respond to my PC being turned on (same with mouse, WiFi adapter, keyboard etc) I have ASUS Z170 pro gaming MB and it’s custom built Im just not the one that actually built it
 

1. What version of Windows are you using?
2. What is the name of your CPU and Ram? How much Ram?
3. Are you using the video from your CPU a separate video card? If a video card what is it's name?
 

What is the name of your power supply? Is it powerful enough to run this video card. Is the 6pin PCIe power connector from the PSU plugged into the video card.

What is the model name of your monitor? Is it an older VGA analogue monitor that can't run using the digital signal from your newer video card, with no VGA analogue output.
