Upgrade CPU or GPU?

So for a while now I've been thinking of upgrading for YouTube recording and streaming (Twitch or YouTube IDK..) I know I should get a game capture card like an Elgato HD60 Pro, but besides that I want to know what I component(s) should upgrade first/next as well and what's recommended.
I currently have:
GPU: 8GB Sapphire RX480 Nitro+ (slightly overclocked)
CPU: i5-6400 (2.7GHz)
MOBO: MSI Bazooka B150M Plus
PSU: Rosewill 500W 80+ Bronze Certified (semi-modular)
RAM: Avexir Core Series (1x8GB) DDR4-2400
HDD: some refurbished 2TB Hitachi Ultrastar
Case: Phanteks Eclipse P400s (the OG acrylic window edition :love:)

I mean depending on the budget, AMD Ryzen 7 1700X and a decent B350 motherboard and 16 GB RAM could be had for $450, at least from my retailers. The Ryzen 7 carries so much multithreaded power that you could just use OBS and get fluid 1080p-60FPS gameplay without a capture card.

LMFAO, I was litterally just looking at the Ryzen 7 1700X and a some flashy motherboard for it on amazon like 30 minutes before I posted this thread. Thanks BTW for answering my question in such short notice and giving more information about the RAM and recording :)
