Strange performance issue: Gaming PC constant stuttering

Hi Guys,

About a year ago I've built my gaming rig which was meant to be a mid-range setup. The specs:
- AMD FX8350 (8core)
- ASROCK 970 Pro3 motherboard
- MSI GTX970 VGA
- 16 GB DDR3 Corsair
- 256 GB SSD Toshiba
- 1 TB SATA HDD Toshiba
- 600W Maverick PSU

I felt the rig was weak. IT had performance issues, no matter if low-medium-ultra settings were selected I got framedrops, constant stuttering and generally i felt the system has a bottleneck.

So I've decided to upgrade. New items installed:
- MSI GTX 1070 VGA
- AMD FX 8370 CPU
- ASUS M5A99FX Pro R2.0 motherboard
- new cooler added to avoid heating issues: BeQuiet! ShadowRock

Basically what remained was the PSU, the case, RAM and the SSD/HDD

The issue is, even with the new setup I am getting the same feeling of having a bottleneck.

Games and videos both constantly stutter! Every 2-3 seconds there is a regular drop in performance causing videos to frame skip. It even happens with youtube videos, no matter if it is a low res video or 4K. The same problem i see in games: every single game stutters the same rhytm of course causing fps drops and sync issues when playing online.
Most obvious is when I get to play most demanding games like: BF1 - the out-of-sync icon immediately displays everytime an online game is joined and remains visible throughout the game.

Things I've tried already (besides replacing the parts):
- fresh Windows install with formatted SSD
- all drivers updated
- unparked CPU's
- benchmarked CPU/GPU/RAM/HDD-SSD - no sign of any problem
- stress tested the system with various tools - all passed
- disabled AV
- disabled all unnecessary background apps
- hundreds of minor tweaks within BIOS and Win settings

... And no luck at all.

The most disturbing thing is that all tests pass fine, and i cannot even visualize or identify the regular stuttering cause! No sign of performance drops in any of these monitoring/benchmark tools, even though one can clearly see the ongoing 2-3 second drops during the tests!

This is really getting to me, and I ran out of ideas what might be the root cause.
I know my issue is uncommon, but hoping you guys might have an idea what else I could try, or even how could I identify the main cause!
