Ryzen 3 1200 poor performance

I just built my first PC with the Ryzen 3 1200 CPU and I am getting very poor performance from it.
My specs are:
CPU: Ryzen 3 1200 3.1 ghz
GPU: Geforce GTX 1050ti
Motherboard: Gigabyte GA-AB350-GAMING 3
RAM: G.SKILL Ripjaws V Series 8GB
380 Watt PSU

I am getting poor framerates in PUBG and Rust and other games. I am assuming the performance issues are stemming from the CPU as my cinebench score is 220cb while other people with this CPU are averaging 400-500cb

I dont know how to fix these issues I have tried everything I could think of.

Did you clean install your OS? Or is the boot drive from a prior build? That can definitely limit performance.

What speed of memory do you have? Ryzen benefits heavily from faster memory speeds (~3000MHz seems to be the sweet spot).

Are temperatures in order? Have you overclocked the Ryzen3?

Yes, fresh installation of Windows 10
DDR4 2666MHz RAM
All of my temps are under 40 C idle and in game
