PC turns on and off every couple of seconds, now nothing

My PC was turning on and off every couple of seconds this morning. Unplugged everything, reseated RAM. Plugged everything back in, turned on and went to screen saying something about OC settings had failed to load, press F1 or F2, etc. Could not do anything with my keyboard though. Restarted and now PC stays on but nothing displays at all. Specs: Z97 mb, i5-4670k, 2x4gb RAM, 256 SSD, windows 10, r9 280x GPU. Any help is greatly appreciated!

Parker- Thanks for the reply. here is what I have done so far:
-Put in an old CPU, got the screen that said the OC was no bueno, pused F2 to go with default settings, booted up ok. Switched back to the i5 CPU, got same message about OC, hit F2 and booted up ok. Put everything back together (Cooler, etc) and then same thing: nothing. Did this a couple of times with mixed results, now get black screen every time.
-I did remove the CMOS battery on the mobo for 5 minutes or so. Plugged back in and still get black screen.
-Removed video card and plugged monitor into HDMI port on mobo, nothing.
 

YEa I read the that did you go into your bios and boot your pc in post mode or safe mode you ca boot windows into safe mode and you can try to fix it from there like doing s fresh clean install like resetting unless you find a way to revert the settingsd did u over clock by s program?

Problem is, I cannot get anything to come up at all now. Monitor does not even come out of standby now. If I power it off and back on, just back into standby.
