Temp too high for low resolution? and loud fan

Hello!
I got my new EVGA GTX 1060 SC 2 days ago
i currently have 4GB of DDR4 RAM (will upgrade very soon)
so i only have 1280 x 1024 VGA monitor right now (i use top-brand HDMI TO VGA converter )
so when i play light-games at 1280 x 1024 max settings i get temps 57-58C most time and gpu usage 33%-48%
when i play heavy games temps are 67-71C (like Overwatch , DOOM , Fornite) and usage is anywhere between 58%-73%
and when temps reach 68C GPU fan becomes loud (although when AC is ON its quite at those temps)
idle are: 37C-45 without fan spinning and 48-50C after gaming session without fan spinning

Here is description of my computer case:
its generic mini tower case and has only 1 exhaust fan on backside
the power supply cables are everywhere and the case is pretty much stuffed with power supply , GPU , cables

the GPU fan is DIRECTLY facing the power supply fan (the power supply is on bottom) and there is only like 1-1.5 inch between the GPU and the power supply on bottom

the computer side panel doesn't close completely cause there is loose sata cable against the side panel

So here is my question:
Should i return my EVGA GTX 1060 SC and get ZOTAC GTX 1060 AMP! for extra 23 USD? |
OR
Get new mid-tower case with more space and 2 exhaust fans and 2 additional fans mount? |

or something else?

Specs:
i3 6100
4GB DRR4 2133 MHZ (will upgrade soon)
Power supply: EVGA 450W BT
GPU: EVGA GeForce GTX 1060 SC GAMING

Yes you should get more ram - 8GB minimum, 16GB recommended.
Obviously new case too.

Until you change the case, I'd suggest leaving case open while gaming.

Generally most important thing is to have intake fan in your case. Single exhaust fan is not enough, plus it causes negative pressure inside of case and that leads to increased dust buildup.

ZOTAC GTX 1060 AMP! model has way better cooling solution than EVGA GTX 1060 SC. I think it definitely is worth those extra $23. Question is, if you're ok with all the hassle or returning old card and getting new one.

it will take approx 24 day for return and shipping the zotac amp
and if they decline to return it then it would also take 24 day to ship and return agian to me

this case doesn't have second intake fan mount , i guess i better go off with new case
also if i buy Zotac AMP! i don't think it will fit cause its 8.23 inch (is that length right?) and i measured my case its between 6.8-7 inch and even lets say IF fit on there will be 1 or 2 power supply cables on one of the GPU Fans
i will have to get new case on both situations
should i add more RAM then buy new case or vice versa?
are those temps safe till i change the case?
or changing case is urgent cause of temps?
