Lately I've noticed I've been getting bad spikes in my FPS down to 40-45 and when I investigated I found it happened when my CPU reaches 100% in Task Manager (and I doing get a steady 60FPS usually it bounces between low 50s and high 50s). Because of this, I am lead to believe I have a CPU bottleneck. The games this happens in is Watch Dogs 2, Assassins Creed Origin and a few others.
I currently have an i5 4690k and a GTX 1070 - the monitor I use it 1440p. The reason why I am looking into the 4790k instead of one of the newer CPUs is because I already have a Z97 board.
I can get a brand new i7 4790k for 350USD (down to 197USD if I trade in my i5).
Do you guys think that upgrading will solve the problem? Will I get better performance?
