I currently am running a Ryzen 7 1700, GTX 1060 6gb on a 650W 80+ gold rated EVGA power supply. I am considering adding a 1060 3gb for mining and am wondering if I would be okay with 650W or if I needed to buy a better PSU.

That will work when mining your processor is not going to be stressed more just the video cards.
Use PC PART PICKER and put all your parts it will tell you estimate howe many watts you need
I plugged in everything into the system builder and got 479W. Is 650W enough overhead to cover any potential power spikes?
My PC is about 300 watts of power being used and I have a 430 watt power supply

16gb of ram
asus strix b350-f
gtx 1060
You should be fine. But if your still Iffy about 650 watts then go for 700 watts
