depends on the motherboard and CPU. if the motherboard can support a CPU with an iGPU the board will be usable. if the board needs a GPU and the only PCIe slot is damaged then no.

Yes, a mobo can work with a damaged PCIe slot.
But, in this case, go into the BIOS, while booting from the mobo port, and looked for an option that tells the system which video to boot first. Most likely it is set to boot the onboard first. Set it to either Auto or PCie first. (Auto usually works best)
