I have an issue with my PC, I ordered a GPU (GEFORCE GT 710 MSI DDR3 2GB) and I have had no output, I removed the GPU and tried the onboard graphics, nothing again. My specs are:

Intel i3 Skylake
8GB Corsair Vengance DDR3 (CMZ8GX3M2A1600C9)
Gigabyte Motherboard GA-B150-M-HD3 DDR3
Corsair VS450

I have tried resetting the CMOS and nothings prevailed.

Solution
Look at techYES city on youtube, he does stuff with computers like this all the time, in fact I think he just did something like this, doesnt mean what he is doing is your case, but you might fix your computer, and learn some things along the way
Try to remove ram, cmos reset it, and start without ram, if it beeps 3 long its ram. Then Put the ram back and try again, if it doesn't then, unplug your PSU from the wall , remove the battery, and press and hold power button on case for 5-30 seconds (the longer the better, and keep in mind that psu switch from behind must be on I and not plugged in wall).
