GTX 970 running fine in PCIE 8x but crashes when going to 16x

During certain games, the entire computer will crash and reboot. This seems to be during certain times when the graphics requirements are heavy. When I run GPUZ, I see that the card is running in PCIE 8x 1.1 and when I ask it to do a test to see if the GPU will run in 16x, it crashes almost immediately. What can I do about this?

I have a Thermaltake TR2 600W power supply. Is the card drawing too much power for the PSU to handle?
