I didn't understand exactly the reason as the psu output is 220W and the load will be 163W ( as I am using Dell inspiron 3647 i3 4th gen and want to upgrade my processor to i7-4790k unlocked) ,however if I go for the processor and a small gc like Geforce GT 635, will it do

It's pointless to try and upgrade to a 4790k on that system as it is using the H81 chipset (+ locked BIOS, proprietary motherboard and power supply), which will not allow you to overclock the CPU, which defeats the purpose of buying it over a cheaper locked CPU like a 4770 or 4790. What are you even using the system for that you want to upgrade the CPU and graphics card? The GT 635 is a bottom tier low end card that is just barely better than the onboard graphics on those Intel CPUs.
