Will buying a i7 7700k improve my stream quality?

Currently I am using the NVENC encoder @ 6000 bitrate to stream at 720p 60fps on OBS Studio. Although the quality isn't terrible, it is not ideal for me. When making quick movements or driving around in games like H1Z1 or PUBG, the quality gets very pixelated. To my understanding, the pixelation is due to the NVENC encoder, but my i5 6600k can't handle streaming on x264 and playing H1Z1/PUBG simultaneously.

Would upgrading my i5 6600k to a i7 7700k allow me to stream on the x264 encoder while maintaining a decent fps? and will it make a big difference in stream quality?

Keep in mind that I have a ASUS Z170 Pro Gaming motherboard so I don't really have many options when it comes to upgrading my CPU,

Pretty sure it will help. Streaming adds another set of work threads on top of the gaming requirements. An i5 only has 4 threads which many times cannot handle all the demands. Upgrading to the i7 means you will now have 8 threads available and your single cores speed will be a little faster as well. This will probably remove the "chop" as tasks won't have to wait in a queue.

Just make sure that you have your BIOS is upgraded to revision "3016" before you let go of the 6600K otherwise the 7700K might not boot.

FYI, I typically advise minimum 6-core CPU's for streaming purposes due to the additional need for threads.
