HELP! New build problems. Ryzen 3 1300x build

Im building a new "family" PC for my parents. I have put everything together and powered it up. I am getting no picture from the motherboards on-board HDMI output and the motherboard splash screen when connected via HDMI throughly the graphics card. When I finally get the splash screen, it's frozen on the "press F11 for bios" screen. When I did my research on the parts, they were compatible according to PC Part Picker and other sites. Here is a list my parts

Ryzen 3 1300x
ASROCK ab350m HDV motherboard
Patriot signature line 2x4GB RAM @2400 MHz
XFX AMD RX460
EVGA 450 B3

The computer powers on with fans and all. It just doesn't seem to want to post or do anything past that splash screen. Also, when you wait long enough, the monitor goes blank and tells me "No input found" or "No Signal".

I want to get this done soon so any info would be help. Thank you guys so much as this is one of the few times I've been stumped. I've built quite a few computers and I'm afraid this may be the time the motherboard has arrived DOA.
 
Solution
The motherboard was the problem. I frankensteined the new one on the box and hooked it up. It now works. Putting it back in the case now and hoping this computer lasts as long as the old one.

I will try my son's rx460 tomorrow. I already know that works. If not the GPU, any other suggestions?

I had a similar issue. The solution was slightly odd. The RAM was not seated properly and the EVGA power cable(from the wall to the PSU) was crap. Though to be fair, since it is a computer, there are about 100 things that could be wrong.

Wait. I thought that was what you were using. You are aware that the motherboard video is non-functional with the 1300X, right?

There is nothing wrong with the video. In fact, I am already using it in another build just to see if it was a problem. The power supply isn't a problem, it is now also in another computer. The RAM is not he problem because that was my first solution. So I tried them both in the only combinations you can.

The only thing at this point it could be is the Motherboard or the CPU.

To the people who said that the 1300x doesn't support video straight from the motherboard, I know. Hence me buying a discrete graphics card. The computer is going to be used for studio applications, editing pictures/video, and some internet use.

You've eliminated enough components so far to have it likely point to the board itself. The CPU is also possible, but less likely.
Have you tried the system with the board outside the case on an insulated surface? Breadboard fashion? Just wondering if there was an extra standoff installed under it that was shorting out the back of the board. Or a loose screw under the board.
Or possibly a faulty connector from the case's front panel that was freezing the system upon boot.

I have it pretty much narrowed it down to the motherboard. Before I RMA, I may try the outside approach. The case in question isn't the problem. It's already in use with the older motherboard. I've tried without the front IO hooked up. There is no extra screw as I've already taken apart the computer a few times just to try again. I'm going to probably RMA the motherboard. Thank you clutchc for (theoretically) having eyes on this for me. I appreciate the help and, if interested, will keep you updated. Thanks

I had the same problems when I built my pc and it turned out that the ram was bad and would not post because of that l. If you have an extra stick of ram laying around, take out the old one and put the new one in. If the pc is still doing the same thing and you have checked all your other parts then it is either the cpu or motherboard.

Glad to hear you have a working board again. I've built myself (and others) far too many machines for a sane person, and have had my share of DOA boards too. That is why I always do the outside-the-case breadboard test first from now on. Saves me a lot of headaches.
