Can somebody tell me why this setup isn't any good and runs most games at 10-20fps and can barely hold it at that?

OP= Windows 10
CPU= AMD A8-7650K
Motherboard= A68HM-PLUS (FM2+ )
Graphics= 1024MB ATI AMD Radeon R7 integrated Graphics
RAM= 16.0GB Dual-Channel DDR3 @ 799MHz

Goto youtube and compare the games you are running at the settings you are running to what others get.
For example here is a battlefield 4 video "i play the game on low,medium,high,ultra settings
low.medium and high are playable but not ultra" https://www.youtube.com/watch?v=mfDK8B17ZRs

If you are getting what they are getting then likely the integrated video in the A8-7650K is not keeping up and buying a mid-tier video card will help. Unless you plan to upgrade CPU/MB/Memory do not get a high tier video card. Do make sure you have a good enough power supply if you add video.

I can tell you that an old AMD processor with its integrated graphics is not going to get far in terms of performance. Just like @tsnor said, you would be better off upgrading the PC.
