I neglected my CPU for 2 years, what can I do?

Basically all 4 cores of my CPU have been at 95 - 100 degrees all the time for as long as I can remember. I understand not looking into this earlier was a terrible, but what if anything can I do now? The PC works, but it's been having a few issues recently so I decided I wanted to sort this out once and for all. Should I invest in a new CPU cooler or is there no point? I want to edit videos mostly and play some games (Just cause 3, Civ 5 and a few others). The main issue is that my budget is limited for upgrades, and my case the Zalman Z11 supposedly can't fit many good coolers. Any help appreciated.

NO just get some rubbing alcohol on a towel and wipe it off the hyper 212 evo is about $20 - $35 it's the best choice for a budget
I would get some thermal paste, remove the cooler, clean out dust and old thermal paste and apply some fresh paste.

*Btw, please list system specs, mainly CPU and motherboard.

Zalman Z11 has 173mm max cooler height, that's enough for some very good coolers.

The CPU is an i5 4670 with a stock cooler, and the motherboard is an msi Z87 G45. I am thinking of just getting a cheap cooler and some thermal paste. Do I need to buy thermal paste remover?

The temperatures are around 100 degrees Celsius, so that would be 212 degrees Fahrenheit.
