Yes, you can OC with that cooler.
The cooler's dimensions are 116.00 x 60.00 x 158.00 mm. The 158mm would be the height. Open the case and measure. But I highly doubt you'd have any issues with the case. Btw, nice looking air cooler.

That's up to your expertise and the silicon. Take the multi up and leave the voltage alone for now. See how far you get w/o voltage increase (turbo disabled) and still remain stable using the default stress test settings in Intel Burn Test. I suspect you'll at least break 4GHz.
